Federal prosecutors on Thursday charged Virginia state Sen. L. Louise Lucas, a Democrat, in an alleged bribery and racketeering scheme tied to a cannabis business she co-owns, a Justice Department spokesperson said 1. Lucas, 82, surrendered to law enforcement Thursday morning 1. The charges are allegations. She has not been convicted of anything.
A 45-page indictment filed in the Eastern District of Virginia names Lucas and six other co-defendants 1. They are charged with conspiring to distribute and possess marijuana, conspiring to launder money, laundering money and bribery, according to CBS News 1. Lucas faces five of the eight charges in the indictment 1. Her daughters, Lisa-Lucas Burke and Theresa Lucas-Lamb, and her grandson, Ryan Eichelberger, are among those charged 1.
What prosecutors allege
Prosecutors say Lucas has led the scheme since at least 2019 and used her political influence to push laws and regulations that helped her and her co-defendants 1. They also say she used that influence to shield the operation from state law enforcement 1. The indictment alleges she directed the enterprise to buy and sell more than 100 kilograms of illegal marijuana 1.
The indictment also describes intercepted calls. In one, from February 2026, Lucas allegedly told an unindicted co-conspirator that this was their “last chance at generational wealth,” adding “I’ve gotten too old to not be greedy” 2. Her lawyer and her office had not been reached for comment, NBC News reported 2.
reveal the behavior of a public servant who will put her own financial interests before the people she was elected to serve.
The timing
Federal agents searched Lucas' office and her shop, The Cannabis Outlet in Portsmouth, in May 12. A source told CBS News at the time that the investigation began during the Biden administration 1. NBC News also reported that the probe predates President Trump's second term 2.
Even so, NBC News called the timing unusual. It noted that federal authorities typically avoid overt steps against political figures this close to an election 2. Lucas is not on the ballot until 2027, but she has ties to Democrats who are on the ballot this year 12.
Rep. Suhas Subramanyam, a Virginia Democrat, said his communications with Lucas were monitored 2. He said the Justice Department had become Trump's:
own personal law firm, with his former personal attorney carrying out vendettas on Trump’s political enemies.
Why Lucas is in the spotlight
Lucas, the state Senate president pro tempore, was a central figure in Virginia Democrats' push for a new congressional map that added four Democratic-leaning seats 1. Voters approved the map in an April referendum 1. The Virginia Supreme Court threw it out in May, and the U.S. Supreme Court then rejected an effort to revive it 1.
NBC News noted that the Justice Department has brought several controversial cases against Trump's political targets in his second term 2. Those include a pending case against former FBI Director James Comey 2. The pattern of cases is fair to scrutinize. So are the specific allegations in this indictment. Both can be true at once, and a court, not a press conference, will decide the facts.
What happens next
Attorney General Todd Blanche and FBI Director Kash Patel were expected to hold a press conference in Norfolk 2. The case now moves to court, where Lucas and her co-defendants can answer the charges 1.
