President Donald Trump has tied a $5,000 payment for every American adult to a Republican win in the midterm elections on Nov. 3. He made the pledge on Wednesday, Sept. 9, at the Republican National Committee's midterm convention in Dallas 12.
The money would go out only if Republicans keep control of both the House and the Senate. Trump said it would be called the "Trump dividend" 1. He gave no mechanism and did not say whether he would ask Congress to authorize it 2.
If the Republicans win, you win with us and you get $5,000.
How the money would be paid for
Vice President JD Vance told Fox News that some of the money would come from tariff revenue. A tariff is a tax on imported goods 1. The White House did not directly answer PBS News when it asked how tariff revenue could cover the cost 1.
The Census Bureau estimates about 245 million adult citizens. At $5,000 each, the bill would be about $1.2 trillion 1. CBS News put the cost at upwards of $1 trillion 2.

The Bipartisan Policy Center says the U.S. has collected just under $500 billion in tariff and excise revenue since the start of last year. More than $100 billion has been refunded since the Supreme Court struck down many of the tariffs earlier this year 2. The Tax Foundation's Erica York wrote that the plan would use almost all the revenue the new tariffs are projected to bring in over a decade 1.
A promise with a track record
In November 2025, Trump promised $2,000 tariff dividend checks. They never went out 1. In February 2025, he and Elon Musk endorsed "DOGE dividend checks," tied to savings claimed by the Department of Government Efficiency. Those checks did not arrive either 1.
Any plan to send checks to Americans needs approval from Congress 1. Sen. Bernie Moreno, an Ohio Republican, said he would introduce a bill to "get the Trump Dividend passed immediately after the November 3rd election" 1.
Democrats have dismissed the convention. DNC Chair Ken Martin called it a "desperate attempt by Republicans to ignore the reality" that their vulnerable candidates are likely to lose 2.
What happens next
Nothing happens before Election Day. If Republicans hold Congress, the pledge would still need a bill, a way to pay for it and votes to pass it. The Tax Foundation's York wrote that the plan is "Not gonna happen" 1.
That matters because the pledge ties a cash payment to a vote, with no plan attached. Trump also told the convention to "pretend that I'm on the ballot" and said midterms "are not supposed to be won by the sitting president" 2. The pledge asks voters for support based on a payment that has not been approved. Two earlier versions of that promise did not pay out 1.
Legal experts say the offer may not be illegal. UCLA election law professor Rick Hasen wrote that Trump would have a strong First Amendment defense against any bribery or vote-buying claim 1.
