Trump's $2,000 checks never came. Days before the vote, he's promising $5,000

President Trump's promised $2,000 tariff checks never went out, and neither did his earlier government-savings dividend. Now he says every adult citizen gets $5,000 if Republicans keep Congress on Tuesday, a plan that would need Congress and cost about $1.2 trillion.

On Thursday, Oct. 29, Vice President JD Vance sat for a Fox News town hall in Fort Worth, Texas, five days before the midterm election 9. Among the topics was President Trump's proposed $5,000 checks 8. Fox's online summary says Vance addressed the proposal, but it does not quote his answer, so we do not characterize it here 8.

The promise deserves a look at the record. Trump has floated several large cash payments since returning to office, and the earlier ones never arrived 13. Older voters may also remember a promise made to Medicare recipients in 2020 3.

Then: at least $2,000

In February 2025, Trump and Elon Musk endorsed a DOGE dividend of about $5,000, to be paid from a $2 trillion spending-cut goal at the Department of Government Efficiency, known as DOGE 1. Trump said then: "We're thinking about giving 20% back to the American citizens, and 20% down to pay back debt." 6 Those checks never materialized 1.

In November 2025, the promise changed. Trump pledged at least $2,000 per person, leaving out high earners, and tied it to money from tariffs 23. On Nov. 17 he said the checks would probably go out in the middle of next year 4.

By January, the timeline had slipped and the promise seemed to have slipped his mind. Asked in a New York Times interview on Jan. 7 when Americans could expect the money, he answered this way 4:

Donald Trump
I did do that? When did I do that?
Donald Trump, President, Republican4

He then said, "I would say toward the end of the year" 4. In February, the Supreme Court struck down most of the tariffs behind the plan, and no checks were issued 13. Companies have received tariff refunds, but they are not required to pass that money on to consumers 2. PBS reported on Oct. 15 that the $2,000 payment had not materialized 14.

Now: $5,000, with a condition

On Sept. 9, at the Republican midterm convention in Dallas, the number went up and a condition appeared 1. Trump told the crowd:

Donald Trump
If the Republicans win, you win with us and you get $5,000
Donald Trump, President, Republican1

He repeated the pledge in an Oct. 3 video on Truth Social, his social media site, and at an Oct. 19 rally in Park City, Kansas 37. Asked by Fox News host Laura Ingraham why he wasn't paying the money now, he said in part, "because the Democrats can't do it" 2.

Trump has also suggested he may not need Congress at all. On the $2,000 checks, he said in January, "I believe we can do that without Congress." 5 Asked in September whether Congress would have to approve the $5,000, he told CBS Texas, "We think not" 2.

His own Treasury secretary, Scott Bessent, had said the $2,000 proposal would need legislation 5. PBS and CNBC both report that Congress would have to approve the $5,000 payments 13. CBS News quoted law professor Zachary Price on that point 2:

The president simply does not have constitutional authority to make the payments without legislation.

The math does not close

About 245 million adult citizens at $5,000 each comes to about $1.2 trillion 12. Customs duties brought in $173 billion in all of fiscal 2026, according to Treasury figures reported by the Washington Examiner 12. "It would take 6+ years of tariffs to fund one year of these checks," said Marc Goldwein of the Committee for a Responsible Federal Budget, a group that tracks federal budget policy 7.

Erica York of the Tax Foundation, reviewing the record of unfulfilled promises, wrote on X that the new pledge is "Not gonna happen" 1.

The White House did not directly answer PBS's question about how tariffs would cover the cost 1. Spokesman Davis Ingle has said that "doomers and naysayers have consistently doubted President Trump" 12.

Republicans in Congress are divided. Sen. Bernie Moreno of Ohio says he will introduce a bill right after the Nov. 3 election 1. Rep. David Schweikert of Arizona says he would "throw everything of my heart and soul" into stopping it 3. Rep. Thomas Massie of Kentucky, comparing the pledge with payments from George W. Bush's administration, wrote that back then "you actually got the checks" 11.

What Medicare recipients have already seen

Six weeks before the 2020 election, Trump promised 33 million Medicare beneficiaries $200 prescription-drug cards "in coming weeks" 3. The cards were never distributed 36.

This month, a smaller payment is scheduled to go out. About 20.8 million people in Original Medicare are getting a one-time $90 payment toward their Part B premium, Part B being the coverage for doctor visits, tests and outpatient care 13. Trump told a Syracuse, N.Y., rally on Oct. 9 that seniors would "receive a check for a minimum of $100 each," but the government says the payments are $90 7.

That covers less than half of one month's $202.90 premium, and Medicare's trustees project the premium will rise to $209.50 next year 13. People in Medicare Advantage, the private-plan alternative to Original Medicare, do not qualify 1315. Neither do people who get Medicaid help with premiums or who pay Medicare's higher-income surcharge 13.

In fairness, some Trump payments have gone out. Congress approved the pandemic relief checks in his first term, and about 1.5 million service members received $1,776 payments last year 3. Roughly 950,000 people with unsubsidized Affordable Care Act coverage are getting $500 refunds 3. Reuters found 71% of that money, or $339 million, is going to 13 states with competitive Senate and governor's races, though eligibility depends on insurance status, not on how anyone votes 3.

What Democrats say, and what voters think

Democrats call the $5,000 pledge an election-year ploy. Rep. Jamie Raskin of Maryland called it a political bribe 3. Rep. Suhas Subramanyam of Virginia said he has never followed through on it 10. Sen. Raphael Warnock of Georgia put it this way 10:

Raphael Warnock
I think it's one more lie, and people aren't going to fall for this
Raphael Warnock, U.S. senator, D-Ga.10

Voters seem to have noticed. In an NBC News/Decision Desk poll released this month, 42% said they definitely will not receive the money and 29% said probably not, while only 14% expressed optimism 12.

The pattern is worth keeping in mind on Tuesday. The pandemic checks had a vote of Congress behind them, and the $90 payment had an existing fund, though it will nearly drain that fund 313. The $5,000 promise has neither so far, and it is being made by a president whose last two large check promises never reached anyone's mailbox 13.
