Castor holds Tampa House seat as GOP redistricting push falls short
Rep. Kathy Castor is projected to win reelection in a Tampa-area district Republicans redrew to make competitive, an early sign the new maps may not deliver the House majority the GOP hoped for.
Every fact in this story links to its source. How we work

Rep. Kathy Castor, a Florida Democrat, is projected to hold her Tampa-area House seat, defeating Republican Mike Beltran, according to Decision Desk HQ 1. Control of the House is still being counted 2.
Castor led Beltran by 5.9 percentage points with 92.9 percent of the vote reported as of 7:50 p.m. Tuesday, Decision Desk HQ reported 1.
The race was one of four House seats Republicans hoped to gain through midcycle redistricting, The Hill reported 1. Democrats now appear to have a fighting chance of winning all four, according to the outlet 1.
A redrawn map and a Trump endorsement
Republicans redrew Castor's district to make it more competitive for the GOP, and Beltran, a former member of the Florida House of Representatives, was included in the National Republican Congressional Committee's battleground seat program 1. President Trump endorsed Beltran in early September 1.
In the general election, Beltran deemphasized his ties to the president, removing mentions and images of Trump from his campaign website that had been prominently featured during the primary race, The Hill reported 1.
Castor, a senior Democrat on the House Energy and Commerce Committee, has represented the region for nearly 20 years 1. She first joined Congress in 2007 as the representative for Florida's 11th Congressional District, and after the 2010 redistricting cycle moved much of her Tampa-area constituency into the state's 14th Congressional District, which she has represented for the past 13 years 1.
Why the seat matters
Democrats entered Election Day needing a net gain of three seats to reach the 218 required for a House majority, with Republicans holding 218 seats to Democrats' 214, alongside one independent who generally supports Republican leadership and two vacancies 2. All 435 House seats were on the ballot November 3 2.
Ten states are voting under congressional maps different from those used in 2024, after a combination of mid-decade redistricting, state law and litigation reshaped parts of the electoral map 2. About 50 of the 435 House contests have been identified as battleground races 2.
The Hill reported that Castor's win serves as a sign that the House majority may go to Democrats, and that the party may hold a larger majority than once predicted 1.
A Democratic victory would give the party control of House committees, the power to block legislation that cannot attract bipartisan support and the ability to launch investigations and exercise subpoena power over the Trump administration, Newsweek reported 2. A Republican victory would preserve unified GOP control of Washington 2.
