Record rain floods Florida's Space Coast, moving Election Day polling places
As much as 15 to 20 inches of rain swamped Brevard County, prompting rescues, a state emergency order for seven counties and new voting sites on Tuesday. A year after an earlier Brevard flood fell short of the federal aid bar, the storm is a new test of a FEMA system the Trump administration wants to shrink.

Heavy rain flooded Florida's Space Coast on the eve of Election Day. Brevard County officials said 15 to 20 inches fell in south Brevard overnight and into Monday morning. In the north, residents in Mims and Titusville saw 5 to 8 inches 1. The National Weather Service issued a flash flood emergency for West Melbourne and Palm Bay 8.
The county's emergency management director, John Scott, called the south Brevard totals "borderline historic" 1. Forecasters described it as a one-in-a-thousand-year rain event, WFTV reported 7. In Melbourne, 10.28 inches fell before noon Monday, making it the city's wettest day on record, according to Yale Climate Connections 8.
It's so much water in such a short amount of time.
Rescues by airboat and helicopter
Some people were stuck inside their homes and others in cars surrounded by water. State wildlife officers used airboats, shallow-water boats and helicopters to reach them. FOX 35 reported that the people rescued included elderly residents, families with children and people with medical needs 5. Responders also pulled a man from Crane Creek after finding him clinging to a palm tree 5.
Palm Bay ordered residents to stay home. All three of its high-water rescue trucks were out helping stranded drivers. The Interstate 95 on-ramp from Palm Bay Road was underwater, and the American Red Cross opened a shelter at Parker Memorial Missionary Baptist Church in Cocoa 4. Brevard Public Schools canceled classes Monday and Tuesday, and major health care networks canceled elective surgeries 2.
Melbourne Police Commander Shawn Eising warned that recovery could take days. He told residents to stay off flooded roads and to watch for collapsing roads and backed-up septic systems 1.
An emergency order, and new places to vote
Gov. Ron DeSantis, a Republican, signed Executive Order 26-227 on Monday. It declares a state of emergency in Brevard, DeSoto, Hardee, Highlands, Indian River, Martin and St. Lucie counties. The order took effect right away and lasts 60 days unless extended 6.
The order allows the National Guard to be called up and turns on Florida's price-gouging protections. It also lets pharmacists in Indian River, Martin and St. Lucie counties give up to a 30-day emergency refill of maintenance medicines 6. Election supervisors who cannot meet the usual polling-place rules must send their alternative plans to the Florida Department of State, and the secretary of state must approve them 6.
Brevard's supervisor of elections, Tim Bobanic, moved eight precincts at five flooded sites to new locations. Precincts 307, 309, 512 and 525 now vote at New Shiloh Christian Center, 3900 Sarno Road in Melbourne. Precincts 306, 323 and 509 now vote at Joseph N. Davis Community Center, 2547 Bruce D. Buggs St. in Melbourne. Precinct 517 moves to Palm Bay City Hall Council Chambers, 120 Malabar Road SE 3. Bobanic said the changes were made for "the safety and security of our election workers and the voters of Brevard" 3.
Polls are open 7 a.m. to 7 p.m., and the office warned that more sites could change 3. Sheriff Wayne Ivey said everyone would be able to vote Tuesday 1.
The storm hits the governor's race, too
Florida's open governor's race was coming down to turnout. Democrat David Jolly called the race "a pure tossup right now" 14. Flooding forced him to switch a planned Brevard County stop to a virtual event. When asked about the storm, he urged residents to follow local officials' advice and to vote if it was safe to do so 12.
This election is gonna get decided by who shows up,
His Republican opponent, Rep. Byron Donalds, noted that more Democrats were voting than four years ago. "But Republicans are now about to show themselves at the polls tomorrow," he said 12.
Climate has been part of the contest. A University of Central Florida political scientist, Aubrey Jewett, described Donalds as someone "who doesn't even think the science is settled on global warming and global climate change" 15. Jolly's plan cites climate change and stronger hurricanes as drivers of Florida's property insurance crisis. He has proposed a state-backed hurricane fund to cover the costliest storm risk 15.
Warmer water, heavier rain
Yale Climate Connections reported that record or near-record warm ocean water off Florida's east coast fed the downpours. It cited a Climate Central estimate that warmth like that is 10 to 100 times more likely because of human-caused climate change 8. Its analysis found that the rainfall went far beyond the local six-hour total expected only once in 1,000 years 8.
Brevard has been here before. After floods in late October 2025, county leaders said the damage did not qualify for federal disaster cleanup programs. Scott told commissioners that a county of Brevard's size needed 150 homes with "major" flooding, which the federal government defines as 12 inches of water or more 10.
These 'flukes' are happening regularly
What comes next for federal help
WPTV's report on the governor's order made no mention of federal aid 6. That matters because federal help is getting harder to get. In May, a FEMA Review Council appointed by President Trump recommended replacing the current per-person formula for federal disaster aid with a new set of metrics. It also proposed limiting housing aid to homes left unlivable and giving survivors a one-time payment 11.
States, figure it out,
The pattern is clear. Rains like these used to be called rare, and they now hit the same towns year after year, while Washington debates handing more of the bill to states and families. Noah Patton of the National Low-Income Housing Coalition warned the council's plan "would dramatically increase the level of displacement and economic insecurity" 11.
The Record
- Brevard County leaders say recent flooding fell short of the threshold for federal disaster cleanup programs: 150 homes with 12 or more inches of water 10.
- Trump's FEMA Review Council recommends a new formula for federal disaster aid and limiting housing help to homes left unlivable 11.
- The National Weather Service issues a flash flood emergency for West Melbourne and Palm Bay as 15 to 20 inches of rain falls in south Brevard 18.
- Gov. Ron DeSantis signs Executive Order 26-227, declaring a state of emergency in seven counties and allowing polling-place changes 6.
- Brevard voters in eight precincts cast ballots at relocated polling places on Election Day 3.

Trump approves Isaias aid for Florida's public repairs, but storm-hit families still wait
Twelve days after Florida asked, President Trump signed a major disaster declaration for Hurricane Isaias. It pays for public cleanup and repairs in 15 Panhandle counties. FEMA has not yet approved direct help for households in the eight counties where damage was reported.
Trump hasn't acted on Florida's Hurricane Isaias aid request after 11 days
Panhandle families can't apply for FEMA housing and repair grants until President Trump approves a major disaster declaration. He has had Florida's request since mid-October, and Alabama's request since Friday. After Hurricane Sally in 2020, he signed in five days.
Jolly tests Florida's conservative shift in governor's race against Donalds
Florida voters choose Tuesday between Republican Byron Donalds, backed by President Donald Trump, and Democrat David Jolly, a former Republican congressman. The result will show whether Trump's unpopularity reaches his adopted home state.
