President Donald Trump said Monday that he will pay $1 million to anyone who reports voter fraud, if the report leads to an arrest and conviction. He announced it in a post on Truth Social, his social media site 12. The offer comes eight days before the Nov. 3 midterm elections 1.

The offer covers past elections as well as this year's midterms 13. Trump did not say how the reward would be paid for or run, according to France 24 1. Reuters reported that the post did not say how claims would be verified, who would pay, or what legal process would apply 2.

The White House declined to comment beyond the post. Tips would not be submitted through any channel the president named, and he did not say who would decide whether a claim qualifies 5.

A second payment program

Reuters said Trump and Vice President JD Vance announced a separate whistleblower program on Oct. 20. It is meant to encourage the public to report alleged fraud 2. Trump has said he would personally decide who gets paid under that program 5.

The article said it is unclear whether Trump would play the same role in the new $1 million system 5.

What the record shows

Studies have consistently found voter fraud to be exceptionally rare. That includes voting by noncitizens, which is already illegal in federal elections 1. Trump has repeatedly made baseless claims of election fraud, including that he won the 2020 presidential election 1.

Reuters reported that critics, including political experts, Democratic election officials and some Republican election officials, see the administration's election moves as federal overreach. Some election officials told Reuters they are preparing for possible federal interference in the midterms 2.

CNN legal analyst Elie Honig questioned the size of the reward and predicted it would produce "thousands upon thousands of tips that will be false, that will lead nowhere" 4. CNN's Jamie Gangel said the move feels as if Trump is "setting the stage for 2.0" 4. The coverage we reviewed did not include a statement from a Democratic official on the reward.

Why it matters

That matters because the offer has no stated rules. A cash prize for fraud claims, announced days before votes are counted, can push people to file unfounded accusations. Local election offices, many of them short on staff, may have to field those claims during the busiest week of the year.

The pattern is also familiar. France 24 noted other pre-election pledges from Trump, including $5,000 for every adult citizen if Republicans keep both chambers of Congress. That plan would cost more than $1 trillion and needs congressional approval 1.

Separately, the Justice Department sued to stop Alaska from certifying its Senate results if Republican Sen. Dan Sullivan loses. Trump acknowledged personally ordering the suit, while his attorney general denied seeking to overturn the result 1.

What happens next is unclear. No agency has said how it would take tips or pay a reward. A conviction also takes courts months or years, so no payment could come before Nov. 3.
