Cook moves Michigan Senate race to Lean Democratic after NYT/Siena shows El-Sayed up 11

Cook Political Report's final Senate ratings put Democrat Abdul El-Sayed ahead of Republican Mike Rogers, even after Rep. Haley Stevens endorsed Rogers. The shift is a sign Democrats have a path to Senate control.

Cook Political Report, a nonpartisan group that rates election races, moved the Michigan Senate race from Toss Up to Lean Democratic on Monday. The change came in what the group called its "final Senate ratings of the 2026 midterm cycle" 1.

The move comes after a rough weekend for Democrats in the state. Rep. Haley Stevens, a Michigan Democrat, endorsed former Republican Rep. Mike Rogers on Sunday. Rogers is running against Abdul El-Sayed, who beat Stevens in the Democratic primary 1.

The endorsement rattled Democrats. It also brought in $1.2 million for El-Sayed's campaign 1.

What drove the new rating

Cook's Jessica Taylor said the change rests on "new public and private polling." That includes a New York Times/Siena poll of likely voters that put El-Sayed ahead of Rogers by 11 points 1.

Siena's release lists the result as El-Sayed 53%, Rogers 42%. The margin of error is plus or minus 3.8 points 2. That means the race could be closer or wider than 11 points.

Taylor did not predict a blowout. She wrote that operatives on both sides do not expect a double-digit result. She added that the Times poll showed El-Sayed had shored up his weakness with Black voters, which she said could otherwise have been his undoing 1.

Decision Desk HQ, another forecaster, rates the race Likely Democratic. It gives El-Sayed a 75 percent chance of winning a Senate seat 1.

Why Michigan matters

Michigan is a key swing state. President Trump won it in 2016 and two years ago, and Joe Biden won it in 2020 1.

This year's mood has been hard on Republicans. The Hill points to Trump's sagging approval rating, the unpopular war in Iran and worries about the cost of living 1.

That matters because Republicans control the Senate, the House and the White House. A Democratic win in Michigan would help Democrats in their push for a Senate majority, though other tight races will also decide control.

What happens next

Michigan voters decide the race on Tuesday, Nov. 3. A rating is a forecast, not a result, and the actual votes will settle it.

The Times/Siena poll was taken before Stevens' endorsement, so it cannot show how, or whether, the endorsement changes the race. Cook's own words about the poll come from its Monday analysis 12.

The Record

  1. Rep. Haley Stevens endorsed Republican Mike Rogers over Democrat Abdul El-Sayed; the move brought El-Sayed $1.2 million 1.
  2. NYT/Siena poll of likely voters had El-Sayed 53%, Rogers 42%, margin of error 3.8 points 2.
  3. Cook Political Report moved Michigan Senate from Toss Up to Lean Democrat in its final ratings 1.
