House Democrats' landslide majority sparks fight over gavels and agenda

House Democrats are on track for more than 250 seats, but their first post-election battle is internal: progressives and centrists are already pushing rival plans for what the majority should do.

House Democrats turned voter anger at President Donald Trump into a landslide, and are on track to win more than 250 seats, a majority of dozens of votes 1. Now they must decide what to do with it, and that question has already opened a power struggle between the party's ideological wings 1.

The left's new tactic is to try to convince the Congressional Progressive Caucus, the group of the party's most liberal House members, to, as one sitting House Democrat put it, "assert its authority in a way it has never done before" 1. The strategy also involves recruiting incoming House Democrats from battleground districts, a group that has not traditionally been at the core of the caucus's membership 1.

Progressive Representative Delia Ramirez of Illinois told Axios that "Last night was a rebuke of the status quo," and that "for the left it was an affirmation and a validation that we are on the right track" 1.

Progressive Caucus chair Greg Casar of Texas argued in an interview that passing a progressive agenda may not be such a fight, noting that House Minority Leader Hakeem Jeffries of New York has called for "dramatic change" 1.

Centrists are pushing back. Representative Adam Gray of California, a leader of the Blue Dog Coalition, the group of moderate and conservative House Democrats, told Axios: "The most extreme elements ... want to do messaging bills and yell and scream and point the finger" 1.

Jeffries, who is poised to become the first Black speaker of the House, is being characteristically taciturn about how he will govern 1. He has said: "If the other side of the aisle wants to work with us to deliver the type of bold, dramatic, and decisive change the American people are demanding, we will sit down and we will have that conversation" 2.

Even some progressives are lowering expectations. Representative Jared Huffman of California, a co-sponsor of Medicare-for-All, said: "Medicare-for-All is not going to happen in the next two years and everybody knows that" 1.

What happens next

The fight will play out as committee gavels and the House agenda are set 1. The exact composition of the House and Senate will take time, because votes across the country are still being counted and dozens of states are still unresolved 2.

Trump, who enters a lame-duck phase of his second term, has promised both to use his veto power and to work across the aisle as he faces the largest Democratic majorities in decades 2. He said: "I have the right to veto everything. But I don't want to be just sitting there for two years vetoing everything" 2.

That matters because the size of the majority does not settle what it will do. The pattern is an old one: a big win papering over a coalition with different priorities, and the first test is who controls the committee gavels and which bills reach the floor 1.

The Record

  1. Voters delivered a sweeping rebuke of Trump and his party in the midterms, handing Democrats major victories and reshaping the balance of power in Washington 2.
  2. Trump said he would accept the midterm results and was prepared to work with Democrats, while noting he has the right to veto everything 2.
  3. House Democrats were on track to win more than 250 seats, and a power struggle between progressive and centrist factions was already under way 1.
