OpenAI plans post-election lobbying and PR push to court the new Washington

OpenAI, the maker of ChatGPT, plans a policy and public relations blitz right after Tuesday's midterm elections. The goal is to get in sync with the new Washington, Axios reported Sunday. According to Axios, the plan includes an effort to rebrand data centers as "AI compute campuses" 1.
Axios says AI companies will face a harsher Washington after Tuesday, when it expects Democrats will likely win the House. After two years of a friendly White House, the industry is preparing for a shift 1.
What OpenAI says it wants
OpenAI's chief global affairs officer, Chris Lehane, described the strategy to Axios. He called Tuesday an "electoral portal from one era to the next" 1.
Axios reports that OpenAI wants to send the message that AI is being built for people, not to displace them. It also describes an approach that avoids the usual split between AI "doomers" and "accelerationists" 1. The excerpt of the Axios story available to us did not include the full list of OpenAI's proposals, so we are not describing them.
OpenAI is also aiming at the 2028 presidential field, which Axios says will start forming Wednesday. Lehane told Axios, "AI is going to be the issue in 2028," and called the midterms a "bit of a movie trailer" for it 1.
Others are moving too
OpenAI is not alone. Axios reports that Meta is taking steps to strengthen its ties with Democrats, and that other big AI and tech players can be expected to do the same 1.
The money is already flowing. Semafor reported on October 21 that Meta spent $5.9 million lobbying Washington lawmakers in the third quarter of 2026, the most of any big tech firm. Nvidia spent $2.2 million, its highest quarter ever 2.
Semafor also reported that OpenAI and Anthropic nearly doubled their lobbying spending in the first half of the year. OpenAI's filing lists "AI-security collaboration and information-sharing, including proposed antitrust protections" as a topic. Lobbying forms do not show whether a company supports or opposes a proposal 2.
What happens next
The OpenAI campaign begins after the polls close Tuesday. Axios says the plans for the coming months are "just the beginning" of OpenAI's effort to push the industry on frontier safety, meaning the most advanced AI systems 1.
Analysis: The pattern is a familiar one. Industries that spent two years close to one party start courting the other when the political winds shift. Renaming data centers as "AI compute campuses" is a messaging change, not a policy change. Readers who are watching their power bills and their local zoning boards should judge the proposals by what they say about costs and who pays.
We could not find an on-the-record Democratic response to OpenAI's plan in the sources we reviewed. We will add one if it comes in.
