Roy Cooper flips North Carolina Senate seat, first Democratic win there since 2008
Former Gov. Roy Cooper beat Trump-backed Republican Michael Whatley by a wide margin for the seat Thom Tillis is leaving. Democrats needed a net gain of four seats to win the Senate, and this is one of them.

Democrat Roy Cooper, North Carolina's former two-term governor, won the state's open U.S. Senate seat Tuesday night. He beat Republican Michael Whatley, a former chairman of the Republican National Committee (RNC) who ran at President Trump's urging 23. The Associated Press called the race at 8:23 p.m. Eastern time 37.
The win takes a seat away from Republicans. Cooper replaces Republican Sen. Thom Tillis, who is retiring, and he is the first Democrat to win a Senate race in North Carolina since 2008 211. His six-year term starts Jan. 3, 2027, and runs to Jan. 3, 2033 3.
Unofficial returns gave Cooper 1,633,305 votes to Whatley's 872,855 5. Whatley conceded Tuesday night and said in a speech that he had called Cooper to congratulate him 3. More than 2.8 million North Carolinians voted before Election Day, up 31% from 2022 9.
What it means for control of the Senate
Democrats needed a net gain of four seats to take over the Senate 102. After Cooper's win, CBS News reported that Democrats still needed three more pickups and had to hold Michigan 10. Democrats also kept two seats they had to defend. Sen. Jon Ossoff won in Georgia, and Chris Pappas won New Hampshire's open seat 10.

Control of the Senate had not been decided in the reports used for this story. That matters because every seat counts toward who controls the chamber that will vote on health care, spending and Trump's nominees in his last two years in office.
A campaign about what things cost
Cooper, 69, built nearly his whole campaign around the cost of living and a promise to make things cost less 25. He talked about gas prices, groceries, health care access and housing 4. He also pointed to his record as governor of expanding Medicaid, the joint state-federal health program for people with low incomes 4. And he criticized Trump's tariffs and the Iran war 5.
I’m going to be a strong, independent senator for North Carolina.
Cooper said he got into the race after watching the new administration take hold. At a rally, he said he would see two or three things happening almost every single day that reached a new level of chaos 5. On Tuesday night he posted on X: "North Carolina — I’m grateful for your trust" 6.
Whatley had never run for office before. He chaired the state Republican Party before he led the RNC, and he ran on passing Trump's agenda 16. He promoted the tax breaks on overtime, tips and Social Security in Trump's tax law, and Republicans attacked Cooper on crime 4. Trump said Cooper "did nothing" to help victims of Hurricane Helene. Cooper rejected that and pointed to his work with state, local and federal emergency officials 4.
The receipt
Whatley stayed close to the president until the end. Here is what he said before a rally with Trump in the Charlotte area 5:
I am honored that we are going to have the greatest president of our lifetime, Donald J. Trump, here
Trump himself appeared to see the loss coming. At an October rally in the state, he said of Cooper, "He's going to become your senator," and then added, "And it's crazy" 2.
Tillis, the Republican whose seat was on the ballot, put part of the blame on the nominee's resume. He also talked about "headwinds for the Republican Party" this year 7.
I think Michael's problem is he's got a patently partisan resume, right?
The money followed the polls. By fall, the Senate Leadership Fund, a super PAC linked to Senate Majority Leader John Thune, had scaled back what it was putting into the race. Americans for Prosperity Action quietly stopped spending for Whatley 7. The final Elon University poll had Cooper ahead 52% to 39% 7.
The pattern
North Carolina is not a deep-blue state. It voted narrowly for Trump in each of his three presidential runs, including by three points in 2024 112. Even so, this was Cooper's seventh straight statewide win, after four races for attorney general and two for governor 6.
NBC News reported that voters had soured on the economy and the Iran war, and that Whatley could not put distance between himself and an increasingly unpopular president 2. In a speech after the race was called, Democratic Gov. Josh Stein said voters had chosen "competence over chaos" 8. State Democratic Party chair Anderson Clayton said Cooper's decades in public life made him a strong candidate 8.
He's woven into the fabric of North Carolina.
