Democrat Limtiaco leads Guam's House delegate race in first unofficial midterm flip
Unofficial results show Democrat Alicia Limtiaco ahead of Republican Rep. James Moylan for Guam's House seat. It would be the first Democratic gain of the night, but the seat does not count toward House control.

Democrats appear to have their first congressional flip of the 2026 midterms. Unofficial results from Guam show Alicia Limtiaco, a Democrat, leading Republican incumbent James Moylan in the race for the territory's seat in the U.S. House of Representatives 1.
The latest unofficial figures from the Guam Election Commission give Limtiaco 15,645 votes, or 51 percent. Moylan has 14,983 votes, or 48.84 percent. That leaves the Democrat ahead by 662 votes 1.
A symbolic gain, not a majority
Guam sends a non-voting delegate to the House. The seat does not count toward the 218 seats needed for a majority, so it does not change the fight for control of Congress 1.
Still, an early result matters on a night when control of Congress may take days to settle. Democrats can point to a Republican-held seat that appears to have switched hands.

The count is not final
Outstanding ballots still have to be processed before the Guam Election Commission certifies the election 1. The commission's latest release did not say how many of Guam's 59 precincts were included, according to Guam News Network, which publishes the commission's figures 1.
A 662-vote lead is narrow, so the final tally could still move. Wikipedia's page on the race also describes the results as unofficial and subject to change 2.
Who the candidates are
Limtiaco is a former Guam attorney general 1. Wikipedia's race page says she held that office from 2007 to 2010. It says she then served as U.S. Attorney for the districts of Guam and the Northern Mariana Islands from 2010 to 2017 2.
Moylan was first elected in 2022, becoming the first Republican delegate from Guam since 1993. He was re-elected in 2024 with 52.69 percent of the vote 2.
Turnout in the race was 53.1 percent of 59,146 registered voters, according to the Wikipedia page 2.
A split verdict in Guam
Guam did not swing across the board toward either party. Republican Vicente "Tony" Ada led the governor's race with 15,945 votes, or 51.45 percent. Democrat Therese Terlaje had 14,925 votes, or 48.15 percent 1.
That mixed picture is a reminder to be careful with early returns. One territory's delegate race says little about what voters on the mainland will do.
What happens next
Election officials will keep processing the remaining ballots. The commission must then certify the result before the outcome is final 1.
The fight for the House majority will be decided in districts across the country. Those results are expected to come in over the coming hours and days.
