Democrats have won a majority in the U.S. Senate, according to a tally of race calls by The Associated Press, setting up divided government after two years of unified Republican control in Washington 1. The race for control of the House remains too early to call 1.
Democrats secured the chamber after Josh Turek defeated Republican Rep. Ashley Hinson in Iowa, according to a race call by The Associated Press 1. Democrats needed to flip four GOP seats to win back the Senate, and did so with victories in North Carolina, South Carolina, Ohio, Texas, Kansas and Iowa 1.
The win gives Democrats oversight authority that comes with the majority and sets the stage for a long list of investigations that could dominate the remainder of Trump's second term 1. With Trump still in the White House, the party is unlikely to see many of its priorities signed into law 1.
A turnaround in a state Trump won
The Senate win marked a turnaround for Democrats and an electoral disaster for Republicans, who began the year with little expectation that their 53-47 majority was at risk 1. Voters frustrated about the cost of living forced the GOP to compete in several states Trump won by double digits in 2024 1.

In Iowa, Turek, a state representative, tied Hinson to Trump and hammered her on her repeated votes backing Trump's trade war, which has hurt Iowa producers and consumers, and the war with Iran, which has contributed to rising prices for gas, diesel fuel and products transported into and around the state 2. Hinson leaned heavily on her record over three terms in the House and Iowa's Republican tilt, but could not overcome Trump's sagging approval ratings and voter frustrations about the cost of living 2.
Hinson told "NBC Nightly News" anchor Tom Llamas on Oct. 21 that she was not disappointed in Trump, arguing she has no trouble working with or standing up to presidents of both parties 2.
The Iowa race attracted about $200 million between the two candidates' committees and outside groups, more than the $167 million annual appropriation for state agriculture and natural resources programs signed into law by Republican Gov. Kim Reynolds this summer 2. Turek's victory makes him the first Democrat elected to the U.S. Senate from Iowa since 2008, the AP projected 3.
What happens next
Trump addressed the prospect of losing unified Republican control in an interview with the Pod Force One podcast published Monday, saying he would block Democrats' legislation if they take control of Congress 1.
I'll become Mr. Veto
Democrats will still have to work with Republicans on must-pass legislation, including the 12 annual appropriations bills needed to fund the government 1. A Democratic majority gives the party control over which nominees will get floor votes 1.
Losing the majority marks a blow for Senate Majority Leader John Thune, R-S.D., who in a September floor speech said "hard-working Americans would undoubtedly take a back seat" under a Democratic-led Congress 1. Thune is largely expected to stay on as the top Senate Republican when the new Congress convenes in January 1.
The victory represents a vindication for Minority Leader Chuck Schumer, D-N.Y., who faced criticism from some progressives early in the president's second term that he was not doing enough to stand up to Trump 1. In an October floor speech, Schumer said Democrats were ready to challenge Trump and Republicans' agenda 1.
We are ready to hit the ground running to lower costs, rein in chaos and stop the corruption.
The Senate majority gives Democrats oversight authority and control over which of Trump's remaining nominees will get floor votes, even as Republicans keep the White House and the power to block Democratic bills.
