Hinson vows 'hell, no' on Social Security cuts; in 2020 she was open to raising the age

Iowa's Republican Senate candidate says she will never cut benefits. Her 2020 remarks, a 2026 debate answer and her support for staffing cuts at the agency give voters more to weigh on Tuesday.

Rep. Ashley Hinson, the Republican running for Iowa's open U.S. Senate seat, has a blunt promise for older voters. A CNBC rundown of Senate races published Sunday repeated it, along with parts of her record that complicate it 1. She faces Democrat Josh Turek on Tuesday for the seat Sen. Joni Ernst is leaving, in a race MS NOW rates as leaning Republican 1.

Hinson has a point on one thing: the record shows no vote by her to cut monthly benefits, and she voted for the Social Security Fairness Act 1. But the retirement age and the agency's staffing tell a less tidy story. Here is what she said then, what she says now, and what the record shows.

Then: open to raising the age

In December 2020, as a congresswoman-elect, Hinson said she would consider raising the age at which younger Americans could start collecting Social Security 23. She said any change should be phased in and should not affect current retirees or people close to retirement 23. She also opposed raising payroll taxes 3.

She was 37 at the time and offered herself as an example. Working longer, she said, was "much easier for me to absorb that than to pull the rug out from under someone who's 62 years old right now" 3.

Now: a debate answer that left room

At the Oct. 7 Iowa PBS debate, Hinson called for a bipartisan commission 4. She also talked about getting young people to save, praised "Trump accounts" and said "Millennials are the worst group of savers in the country right now" 4. She did not name a specific change to the program in that answer 4.

On the retirement age itself, CNN quoted Hinson from the debate 5.

Reports on the debate describe Turek as opposing changes to the retirement age 56.

Reporters heard Hinson's answers in different ways. CNN read them as openness to gradually raising the age, now 62, at which people can start collecting 5. Dave Price of Iowa's News Now wrote that "Hinson did not directly say whether she would support raising the age to receive full benefits" 6. KIWA Radio reported that she said a commission should weigh options, including a higher retirement age for younger Americans 7.

CNBC reports that Hinson has since said she opposes raising the age, and that both candidates backed a bipartisan commission at their Oct. 13 debate 1. Her office did not respond to CNBC's request for comment 1. That matters because a commission does not settle the question. It hands the hard choice to a panel, and a voter still doesn't know what a Sen. Hinson would do if a higher retirement age came back in its plan.

The people who answer the phones

Benefits are only part of the picture. Someone has to process them. CNBC reports that in 2024, Hinson voted on the House Appropriations Committee to cut Social Security Administration funding 1. Government Executive reported in June 2024 that House Republicans had proposed a $450 million cut to the agency's administrative budget, which pays for its operations rather than monthly checks 8.

A union leader at the agency said the cut would amount to about 3,300 work-years 8. Rep. Rosa DeLauro, the top Democrat on the committee, warned it "would mean closings and shorter operating hours at SSA field offices" 8. The Gazette of Cedar Rapids reported in September that Hinson's campaign defended her support for a bill cutting agency staffing funds by 4%, saying it would not have reduced benefits 11. The Gazette's report gave no year for that bill 11.

In February 2025, Hinson told the Des Moines Register that the cost-cutting drive known as DOGE was "exactly what the federal government needs" 9. Social Security employment fell from 61,869 in 2023 to 49,683 as of January 2026, according to Office of Personnel Management figures cited by KCRG 9.

Then came Decorah. The Social Security office there closed for more than six months after its last staff member retired, and seniors needing in-person help had to travel at least 90 minutes each way 9. KCRG tied the shortage to the federal workforce cuts 9. Hinson says she pressed agency leaders to fix it, and the office reopened in June 9.

The agency says field office wait times have fallen 30% 10. Former Social Security Commissioner Martin O'Malley, campaigning with Turek, offered a harsher verdict: "Ashley Hinson has damaged Social Security. She voted to cut it." 12 Her campaign's reply, from Billy Fuerst, was that she "has never and will never cut a penny from Social Security" 11.

The pattern is this: Hinson's defense is about benefits, and her critics' case is about service. Both can be true at once. A check that isn't cut is one thing. A claim that takes longer, or an office 90 minutes away, is a cost too, and it falls on the same people.

What the Social Security tax law does

FactCheck.org, reviewing President Trump's claim that there is no tax on Social Security, found that the law did not eliminate all taxes on Social Security 14. What it created is a $6,000 deduction for people 65 and older, whether or not they receive benefits 14. It phases out at incomes of $75,000 for individuals or $150,000 for joint filers and expires after 2028 14.

What Turek offers, and what is at stake

Social Security's retirement trust fund could run out in the fourth quarter of 2032, CNBC reports, leaving 78% of benefits payable unless Congress acts 1. Turek says "one of the best ways to keep Social Security solvent is we have to remove the cap" 11. That cap means workers now pay Social Security taxes only on the first $184,500 of wages 6.

At the debate, Turek said lifting the cap would move things significantly in the right direction, but he did not lay out a second step in that exchange 4. So Iowans have one candidate with a named plan and another with a commission and no named plan. They choose Tuesday.
