Ten House races will decide the majority, with Democrats needing three seats
With one day until the midterm election, a look at the ten House battlegrounds that will decide control shows Democrats need a net gain of three seats to overturn the Republicans' 220-215 majority.
Every quote in this story (2) was matched word for word against its source. How we work

With Election Day just hours away, Newsweek has identified 10 House races featuring vulnerable incumbents, returning challengers and contrasting electorates that could reveal both who controls the chamber and how large the winning majority becomes 1.
Democrats need a net gain of three seats to overturn the Republicans' 220-215 majority, according to Newsweek 1. Inside Elections now projects Democratic gains of 20 to 30 seats, which suggests the late question may be less whether the House changes hands than how far the battlefield expands 1.
Kyle Kondik, managing editor of Sabato's Crystal Ball at the University of Virginia Center for Politics, told Newsweek it would be "an utter shock if Republicans held the House at this point" 1.
an utter shock if Republicans held the House at this point
Kondik said after reviewing the races featured on Newsweek's list that a lot of these districts were really close in 2024 1. He added that a more Democratic national environment should allow the party to capture some narrowly lost seats and threaten Republican incumbents elsewhere 1.

Costas Panagopoulos, a distinguished professor of political science at Northeastern University, told Newsweek that such a wave would involve "a significant number of competitive races moving in a similar direction across a diversity of states and districts" 1.
The ten districts
In Pennsylvania, former television anchor Janelle Stelson is again challenging Republican Scott Perry, the former House Freedom Caucus chair who defeated her by approximately 5,100 votes in 2024 1. The Harrisburg-area district has a Cook Partisan Voting Index of R+3, yet Cook Political Report and Sabato's Crystal Ball rate it Lean Democratic 1. A New York Times/Philadelphia Inquirer/Siena Research Institute poll of 404 likely voters, conducted October 16 to 22 with a 5.7-point margin of error, found both candidates at 48 percent 1.
Republican Ryan Mackenzie, who captured a Lehigh Valley seat from Democrat Susan Wild by roughly 4,000 votes in 2024, faces retired Bethlehem firefighter and state union leader Bob Brooks 1. Both Cook Political Report and Sabato's Crystal Ball lean Democratic 1. The same Pennsylvania survey, with a sample size of 401 likely voters for this district, placed Brooks ahead by 49 percent to 44 percent, although the five-point advantage was within its 5.7-point margin of error 1.
In Arizona, Republican Juan Ciscomani is defending a closely divided Tucson-area district against Democrat JoAnna Mendoza, a retired Marine and veterans' advocate who served for 20 years in the military 1. Cook Political Report and Sabato's Crystal Ball place AZ-06 in the Lean Democratic column, while Inside Elections rates it Tilt Democratic 1.
In Colorado, Republican Gabe Evans, an Army veteran and former police officer, faces Democratic attorney and former state representative Manny Rutinel 1. Kamala Harris carried the district in 2024, but Evans won its House race by less than one percentage point, making CO-08 a notable example of ticket splitting 1. All three forecasters give Democrats an advantage 1.
In Virginia, two former Navy officers meet again in Hampton Roads: Republican incumbent Jen Kiggans, a former helicopter pilot and geriatric nurse practitioner, and former Democratic representative Elaine Luria, a retired commander 1. Kondik described VA-02 as relatively "low-hanging fruit" for Democrats and a useful early indicator because Virginia closes its polls before many other battleground states 1.
In Iowa, Republican Zach Nunn, an Air Force Reserve colonel, is seeking a third term against Democratic state senator and Lutheran minister Sarah Trone Garriott 1. The Des Moines-area district backed Trump by 4.5 points in 2024, when Nunn won by 3.9 1. Cook Political Report and Sabato's Crystal Ball rate the contest Lean Democratic, while Inside Elections calls it Tilt Democratic 1.
In North Carolina, Democratic incumbent Don Davis, a former Air Force officer and state senator, faces retired Army colonel Laurie Buckhout for the second consecutive election 1. Republican lawmakers redrew the district for 2026, making territory that Davis narrowly retained two years ago substantially more favorable to the GOP 1. Kondik said NC-01 would test whether a district Republicans made more favorable to their party can still deliver a GOP gain in a difficult national environment 1.
In New York, Republican Mike Lawler is defending a Hudson Valley seat narrowly carried by Kamala Harris against Cait Conley, an Army combat veteran and former national security official 1. Kondik identified Lawler as one of the few Republicans attempting to survive in a district won by the 2024 Democratic presidential nominee 1. Cook Political Report, Sabato's Crystal Ball and Inside Elections all call NY-17 a toss-up 1.
In Wisconsin, Republican Derrick Van Orden, a retired Navy SEAL, defeated small-business owner Rebecca Cooke by 2.7 points in 2024 1. Their western Wisconsin rematch will test whether Democratic gains extend into more rural and small-city territory 1. Cook Political Report and Sabato's Crystal Ball lean Democratic, with Inside Elections rating it Tilt Democratic 1.
In California, Republican former dairy farmer David Valadao, a repeated survivor of difficult Central Valley elections, faces Democratic college professor Randy Villegas under boundaries redrawn after voters approved Proposition 50 1. Kondik said the heavily Latino constituency would test whether movement back toward Democrats among Latino voters can overcome Valadao's history of outperforming his party 1. Cook Political Report and Inside Elections rate CA-22 a toss-up, while Sabato's Crystal Ball leans Democratic 1.
What to watch
Kondik said Democrats should move beyond the narrow House majorities of recent Congresses 1. "At this point, Democrats should be able to get into the 230s," he said 1. A narrow majority would consequently be a disappointing result for Democrats, even though it would transfer control 1. Inside Elections' projection of a 20-to-30-seat gain broadly supports that assessment 1.
Kondik said VA-01 would suggest a firmer Democratic majority if it flipped, while an upset in VA-05 could point to a result exceeding the party's 2018 performance 1. Virginia and Pennsylvania should provide early clues, while Arizona and California may take longer to resolve 1.
Democratic gains in the 10 districts would establish the likely majority; victories in more Republican territory would indicate a wider wave 1. GOP survival across several regions would show that incumbency and local campaigns limited the national movement 1.
The Record

- A New York Times/Philadelphia Inquirer/Siena Research Institute poll of 404 likely voters, conducted October 16 to 22 with a 5.7-point margin of error, found Scott Perry and Janelle Stelson both at 48 percent 1.
