Hinojosa's Texas win puts public school funding and vouchers in play

Democrat Gina Hinojosa unseated Gov. Greg Abbott, ending nearly 12 years of his leadership of the Texas governor's office. She campaigned on public schools and opposes the private school voucher program Abbott signed into law, but Republicans still control the legislature.

Democrat Gina Hinojosa defeated Republican Gov. Greg Abbott, ending nearly 12 years of his leadership and giving Democrats the Texas governor's office for the first time in more than three decades, KXAN reported 2.

Abbott, who first took office in 2015, had been seeking an unprecedented fourth consecutive four-year term 2. He conceded and called Hinojosa to congratulate her 2.

Hinojosa is a five-term state representative from Austin and a former Austin ISD school board president. She made public education a central focus of her campaign and has called for increased public school funding and higher teacher pay 2.

That puts her at odds with Abbott's education priorities. After years of pushing for private school vouchers, Abbott successfully championed legislation creating the program in 2025, and he helped defeat fellow Republicans who opposed the measure 2.

Supporters say the program gives families more educational choices. Opponents worry it diverts resources and attention from public schools, particularly in rural communities with limited private school options 2.

The voucher program is already state law. Repealing or significantly changing it would require support from the Texas legislature, where Republicans continue to have a major presence 2.

A veto pen, but a divided government

As governor, Hinojosa could use her veto power to block legislation she opposes and appoint agency leaders who share her priorities. Passing major policy changes would still require cooperation with Republican lawmakers 2.

Asked at a polling place how she would work with Republican lawmakers, Hinojosa pointed to 2023, when a coalition that included Republicans in the Texas House blocked Abbott's voucher proposal 2.

Former Texas state Sen. Wendy Davis, a Democrat who lost the 2014 governor's race to Abbott by 20 points, told NPR she was surprised by the size of Hinojosa's margin, about seven points 1. Davis said Democrats also flipped 21 state House seats 1.

Davis described the result as a repudiation of Trump and his agenda, and said Abbott had paid a price for leaning into the Trump immigration agenda 1. She also credited Hinojosa's message about the pain Texans were feeling economically and about what was happening to their public schools 1.

The pattern is that a governor's race can change who runs the agencies and who signs or vetoes bills, while school funding levels and the voucher program itself still depend on votes in the legislature 2. For Texas families, the practical stakes are how schools are funded and how the state oversees them 2.
